Allocating a imported general journal entry

I get an error when I am trying to import a general journal entry that I want allocated to a project.  My import reads as follows:

01-19-18,"002","Payroll run 1 Jan 19 2018"
5802,100.00
"P96 MA18835 DUST COVERS CONVEYOR",100.00
1061,-100.00
"P96 MA18835 DUST COVERS CONVEYOR",100.00

The error message I receive is:

Import Error: The number of Division allocation lines does not match the number in the detail line 2.

Import Error: The number of Division allocation lines does not match the number in the detail line 4.

Import Error: Transaction 002 not read.

Import file has been successfully processed.
Summary

Transactions not read: 1.
Transactions successfully recorded: 0.

Does anyone have any insight on this isse?
